MQM's stance will not affect Suddle...

پاکستان میں صوبہ سندھ کی پولیس کے نئے سربراہ ڈاکٹر شعیب سڈل نے کہا ہے کہ متحدہ قومی موومنٹ کی طرف سے ان کی تعیناتی پر تحفظات سے فرق نہیں پڑتا اور وہ صوبے میں امن وامان برقرار رکھنے کے لیے ہر ممکن اقدام کریں گے۔

ان کا کہنا ہے کہ قانون کی خلاف ورزی کرنے والوں کے خلاف سخت اقدامات کریں گے خواہ ان کا تعلق صو بے کی کسی بھی سیاسی جماعت سے ہو۔

بی بی سی سے گفتگو کرتے ہوئے شعیب سڈل نے کہا کہ وہ ایک سرکاری ملازم ہیں اور انہیں اس بات سے کوئی سروکار نہیں کہ متحدہ قومی موومنٹ کی قیادت نے پیپلز پارٹی اور ایم کیو ایم کے درمیان مفاہمت کے مذاکرات میں ناکامی کی ایک وجہ ان کی بطور آئی جی سندھ تعیناتی کو بتایا ہے۔


ایم کیو ایم نے الزام عائد کیا تھا کہ پیپلز پارٹی کے سابق دور حکومت میں ڈاکٹر شعیب سڈل نے، جو اُس وقت ڈی آئی جی کراچی تھے، ایم کیو ایم کے سینکڑوں کارکنوں کو ماورائے عدالت قتل کیا تھا اور متاثرہ خاندانوں میں ان کی بطور آئی جی سندھ تعیناتی پر تشویش کی لہر دوڑ گئی ہے۔

قومی اسمبلی میں ایم کیو ایم کے پارلیمانی لیڈر ڈاکٹرفاروق ستار نے اتوار کے روز ایک پریس کانفرنس میں کہا تھا کہ پیپلز پارٹی کے ساتھ جو مذاکرات ہو رہے تھے اُن میں ایم کیو ایم نے یہ مطالبہ بھی کیا تھا کہ شعیب سڈل کو بطور آئی جی سندھ تعینات نہ کیا جائے۔

آئی جی سندھ نے ان الزامات کو مسترد کرتے ہوئے کہا کہ ایم کیوایم کی حکومت پانچ سال تک صوبے میں اور مرکز میں برسراقتدار رہی ہے اور اس دوران وہ ایک بھی ایسا ثبوت سامنے نہیں لاسکی جس سے یہ ثابت ہوتا ہو کہ وہ بطور ڈی آئی جی کراچی، ایم کیو ایم کے کارکنوں کی ہلاکت کے ذمہ دار ہیں۔ انہوں نے کہا کہ اگر ان کے کہنے پر ایم کیو ایم کے کسی کارکن کی موت واقع ہوئی ہے تو اسے سامنے لائیں

MQM’s power-sharing talks with PPP fail: Suddle’s appointment as IG opposed

Dr Sattar said the MQM had serious reservations over the appointment of Dr Shoaib Suddle as the Sindh police chief. Dr Suddle, according to him, was responsible for extra-judicial killings of scores of workers of his party. “When we conveyed our reservations to PPP leaders in Saturday’s meeting, they replied that he was their hero.”He said that under such circumstances the MQM felt that the PPP was not serious in holding dialogue for reconciliation and the coordination committee had decided that the party’s lawmakers would sit in the opposition.

He urged all MQM workers, including elected representatives, to keep an eye on the situation and inform the masses about it.In reply to a question, he denied that MQM’s demand for more ministries in the Sindh cabinet had resulted in the failure of the talks.

... above excerpt from the nation tells us tht mqm has forgot past and have forgiven ppp... then y do they have doubts abt intentions of ppp? if they doubt ppp's intentions then on the same grounds others can doubt mqm being non-serious n insincere while accepting the forgive n forget policy if they r sincere n serious in this policy then y do they object on appointment of suddle?

Secondly Shoiab Suddle is alleged to have played role in supression of mqm or extra judicial killings of mqm workers... then, Ishrat-ul-Ibad, the governer sindh has also been allegedly involved in many crimes including killings... there r no legal proofs presented in the courts against either of them... how come mqm has reservations on appointment of a person allegedly involved in killing but is happy with a governer who has also been alleged to have killed many innocents... for your reference i m putting a few excerpts from different places:

President General Pervez Musharraf has designated Mutahidda Qaumi Movement (MQM) leader Dr Ishratul Ibad as Governor Sindh. All cases against the MQM’s nominee for the Sindh Governor Dr Ishratul Ibad have been withdrawn, the Nation reported. It may be mentioned that there were dozens of cases including of murder, dacoity and kidnapping against Dr Ibad. One of the cases against him was of abducting a military officer.
The nomination of the Muttahidda leader Dr Ishrat-ul-Ibad as Sindh Governor was assailed in the Sindh High Court. Petitioner Sohail Hameed Advocate has also prayed the court to restrain Dr Ishratul Ibad from performing his responsibilities as Sindh Governor, as according to him, his appointment is in violation of Article 2A of the Constitution. President and prime minister of Pakistan and Dr Ishara-tul-Ibad have been cited as respondents in the petition.Eagle Enterprises


as mqm can say allegations to koi bhi laga sakta hai... so can someone else say on mqm's stand against appointment of suddle...

when law n order situation went wrong after BB's assassination, IG was changed at tht time too (see The News), so its normal to make such changes in police, why is mqm makin it an issue?

earlier IG could not respond to events like april 09, 2008 then y wont the sittin govt. change the person... previously appointed IG was appointed by caretaker govt. n was found incapable of doin wht is needed... so a change to avoid events like april 09 is much needed...

MQM never does wrong. Always others are responsible for wrong doings:
Farooq Sattar accused the PPP leadership of maintaining a non-serious attitude and put all the onus of the failure of talks on the PPP. "We had several rounds of talks with the PPP leadership, but they always gave a cold shoulder and the negotiations on their part were greatly non-serious," Sattar said.

Hanging references in latex

If u have a long list fo references in one coloumn and 2nd column is empty or very unbalanced due to very few references, then do the following to get a balanced references page.

in bbl file write \vfill\eject before the reference which u intend to move to 2nd column (do this after running bibtex earlier). Do not run bibtex after this since it will overwrite ur bbl file and effect will not be seen. After writing the above command u only need to run latex command and then make dvi or pdf whatever u like...

Violence Triggers police dept reshuffle

The Karachi police witnessed a major reshuffle on Wednesday, amid severe violence in the city which killed more than half a dozen people, in a move reflecting the change of the political administration in the province.

The principal decision came from the IG Sindh office, which decided to replace all the three deputy inspectors-general of as many zones in the city. Though the notification was not issued till our going to press, sources within the police department maintained that the announcement had been made and officers concerned informed about it.

“The IG Sindh has decided to replace DIG South Javed Bukhari with Iqbal Mahmood while Wajid Ali Durrani, currently serving as DIG Traffic, will take charge of DIG West in place of Falak Khursheed,” said a source citing the decision made by the IG office.

Similarly, he added, DIG East Salman Syed, who was assigned the job a few months ago, is likely to be replaced by Bashir Memon, currently serving at the National Police Academy.

The sources said the change within the police command came at a crucial time when the city was forced to plunge into lawlessness, when confrontation between two groups of lawyers led to severe exchanges of fire, arson and violence across the city, leaving more than six people dead and over 50 vehicles burnt.

A senior official agreed with the notion that the fresh postings in Karachi police’s higher cadre was the tip of the iceberg, as the new political administration would like to change senior officers of the department elevated by the previous government.

“Notifications of the new postings are expected by the morning (Thursday),” said the official. “We expect more changes in the days to come, which include transfers and postings in police as well as the provincial home department.”

He said Wednesday’s violence and police failure to control it in time would precipitate change in senior police ranks, and the removal of the SP of Saddar Town was the first step in that direction.

“SP Tahir Naveed has been replaced after the increased violence, which affected mostly his town and led to his replacement with SP Ameer Sheikh,” added the official.

“The wave of change in the police setup is likely to trickle down to lower level, where SPs of different towns and district police officers in several cities of the province are likely to be transferred from their positions.”

He said the Pakistan People’s Party leadership, which has taken over the Sindh administration for a third time since 1988, had started receiving inputs about and feedback on officers holding different offices, and a few sitting officers were likely to get replaced by them.

“There are various reasons for the shakeup of the police hierarchy but the most important reason perhaps is the perception about the existing setup, which is supposed to be under the influence of the outgoing administration,” added the official.

The newly-elected Punjab Assembly called upon the federal government on Wednesday to seek a UN probe into the assassination of PPP chairperson Benazir Bhutto. It also condemned the Oct 12, 1999, army takeover, ‘forced exile’ of the Sharifs and Ms Bhutto, incarceration of Asif Zardari and state oppression against political activists during the past eight years.

Harsh steps needed to stabilise economy, says Dar

Accusing the PML-Q and caretaker governments of fudging figures and mismanaging economy, Finance Minister Ishaq Dar has said that the new government will have to take harsh measures over the next 75 days, including increase in oil prices and rationalisation of taxes, to put the economy on the right track.

“The budget expenditure overruns amount to Rs522 billion which the government needs to arrange in the next two and a half months to maintain the level of fiscal deficit at 6 per cent by June 30 against the target of 4 per cent. Then we will have to secure $2.5 billion to increase foreign exchange reserves to $15 billion from $13.5 billion,” the finance minister said at a news conference. He was accompanied by Information Minister Sherry Rehman.

If these measures were not taken, Mr Dar said, the fiscal deficit would rise to 9.5 per cent of the GDP, and at that level, the deficit would be “almost unmanageable”.

Interestingly, President Musharraf had levelled similar allegations when he had removed the Nawaz Sharif government in October 1999. He had also come up with a long charge-sheet of economic mismanagement.

He said that the largest portion of the budget overrun was because of the Rs138 billion subsidy on petroleum products and Rs70 billion on account of non-payment to Wapda, adding that no budgetary provisions had been made in that regard. An additional expenditure of Rs45 billion was incurred on importing wheat and there was no budgetary provision for that either.

He conceded that the Public Sector Development Programme (PSDP) had to be cut to enable the government to handle growing financial difficulties and said that while he did not want to give the impression that everything had been lost or the situation was incurable, “some … mechanism has to be in place to deal with this serious economic situation.”

He said that the Senate’s Finance Committee and the new Public Accounts Committee would summon former prime minister Shaukat Aziz, former finance minister Dr Salman Shah and the two previous finance secretaries to explain their roles in what he termed “bringing the country to a dangerous point”.

“Nobody will get away. Everyone will have to face accountability,” he said.

Mr Dar said that the new government had acquired a $300 million oil facility from Saudi Arabia which would be used to lower the fiscal deficit. He also hinted that foreign aid would be sought to pull through till June 30. However, he promised that the government would not borrow from banks to meet its expenditure. The government planned to stabilise the economy by reviving agriculture and manufacturing sectors.

The strategy, he said, also envisaged tackling energy crisis by increasing generation capacity and conserving energy, arresting the spiralling inflation. He called for re-orienting monetary and fiscal policies to support growth and said spending on pro-poor programmes would be increased, targeted social protection programmes would be launched and fiscal deficit and balance of payments deficit would be contained.

MQM blames PML-N for attack on Afgan :)

Terming the attack on the former federal minister, Dr Sher Afgan Niazi, in Lahore an act of naked aggression, the Muttahida Qaumi Movement (MQM) said it believed that the Pakistan Muslim League (Nawaz) was behind the incident.

“We believe that the leadership of the PML-N is fully involved in the incident, which was a part of a well-thought plan to victimise political opponents,” the deputy convener of the MQM coordination committee, Dr Farooq Sattar, told a press conference here on Tuesday night.

Condemning the brutal incident, he said that those who were running the so-called campaign for the independence of the judiciary were behind this attack.

He said it was not an attack on Mr Niazi but on the entire judicial system, institution of the judiciary and its independence. “We wanted to inform the people that the country was being pushed towards anarchy.”

Referring to the incidents that occurred in the Sindh Assembly, he said that the manhandling of the former chief minister, Dr Arbab Ghulam Rahim, was actually an attack on democracy.

Flanked by other members of the party’s coordination committee, he recalled an incident in which he himself was attacked by unruly persons in Islamabad when he was busy shifting injured journalists to a health facility.

Dr Sattar said that the MQM reserved the right to protest and it would lodge a protest at every forum.

Can PML-N rise to daunting economic challenges?

THE PML-N has accepted a daunting challenge by taking up federal ministries of finance, commerce, food and agriculture, and petroleum, which require men with nerves of steel under the current economic situation in the country.

The economy, which was manageable a year ago, is in a shambles. Steering the economy out of the present mess is a Herculean task. On the macro-economic front, foreign exchange reserves are depleting. The rupee is under pressure. Local industries are fighting to stay afloat. Bank interest rates are high. Exports are declining and imports have gone out of control.

At the micro level, inflation, particularly of food, is very high; agriculture production is stagnant and the uninterrupted availability of wheat is under question. Water is short and hurting inter-provincial harmony. Power shortage will persist for a while. The gas supply will remain short, particularly during winter. Housing shortage is acute. The gap between the poor and the rich is widening.

It was under the circumstances that the PML-N, under a package deal, had to accept most economic related ministries. On the surface, the task looks impossible, particularly in the present situation when the general public is impatient. The masses have been exploited by the past rulers who had asked them to bear the pains of their so-called reforms on promises of good days ahead.

Economists, however, point out that there is a way out of the present situation. They say the government will have to regain its grip on public institutions and then ensure that they are operated transparently and fairly.

The PML-N leadership has accepted a huge challenge. The Punjab government, they added, will have to procure enough wheat this year to ensure the food security of not only the province but the whole country.

They said the federal ministry of food and agriculture and the Punjab had provided food security to the country in the past through joint efforts. An increase of the wheat support price to Rs 630 per maund has provided the impetus needed to officially procure a large quantity of wheat. The Punjab government will have to ensure that wheat does not land in the hands of hoarders this year.

Experts warned that though the new government would assume power when wheat was at the harvesting stage and it had not any responsibility for the crop size, however, the Punjab government and the PML-N would have to share the blame if any wheat crisis occurred this year.

They said Ishaq Dar had the experience of running both finance and commerce ministries in the past.

They said he had handled the ministries prudently in more testing times when the developed world slapped sanctions on Pakistan in the wake of nuclear tests in 1998.

They hoped he would take austerity measures to cut non-development expenditures. The prime minister, they added, has also announced austerity measures which might not greatly impact the deficit but their symbolic effect would be immense.

They said the tax to GDP ratio, which was 13.5 per cent when Ishaq Dar had left the government on October 12, 1999, was reduced to 9.9 per cent of GDP. They said Dar would like the tax to GDP rate to revert to its 1999 level and beyond. This measure alone will add Rs 350 billion to the revenue. The new finance minister is well aware of the nitty-gritty of imports and will take measures to eliminate under-invoicing which is damaging the local industry.

The economists said if the PML-N delivered on the economic front, benefits of the success would be equally shared by its coalition partner - the PPP. However, if it failed to improve the economy and the lot of the common man, only the PML-N will be held responsible for it. The survival of the PML-N, they added, lies in ensuring that it delivers on the economic front.

Blasphemous 'hood' comes to Pakistan... may Allah guide us n destroy him

Hood comes to Pakistan

ISLAMABAD: According to the US Department of Defence News Release of March 13, 2008, Major General Jay W. Hood has been posted as the Chief, Office of the Defence Representative, Pakistan.

General Hood is a former commanding general of Guantanamo Bay prison and according to US National Public Radio (NPR), General Hood's tenure at Guantanamo was marred by a series of scandals and growing controversies relating to policies on detention and interrogation. While controversy has always surrounded Guantanamo, it reached new heights when Hood was there - especially in the aftermath of the scandal breaking out publicly on detentions in Iraq at Abu Ghraib. Interestingly, it was General Miller, Hood's predecessor at Guantanamo, who was implicated in Iraq.

Hood came under intense criticism when he decided to force feed prisoners with the use of a restraining chair. The gruesome means of force feeding have compelled the US to censor a drawing by a Guantanamo Bay detainee where he depicted himself as a skeleton with his head double-strapped down, a tube in his nose, a black mask over his mouth, no eyes visible only giant cheekbones. The detainee, Sami Al Haj is a Sudanese cameraman who worked for Al Jazeera television and the self-sketch was to mark his 431st day on hunger strike at Guantanamo Bay.

It was also during Hood's service at Guantanamo Bay that the Pentagon released details of five confirmed cases of US personnel abusing the holy Quran. In a story published in the Washington Post on 4 June 2005, the US military admitted that soldiers and interrogators had kicked the holy Quran, got copies wet and stood on the holy Book during an interrogation and also sprayed urine on another copy. This was well established by the Pentagon after General Hood, as Commander of Joint Task Force Guantanamo completed an inquiry into these cases of abuse of the holy Quran. Yet Hood chose to describe these incidents as "largely inadvertent".

The inquiry tried to cover up deliberate abuses of the holy Book that detainees had been reporting to their lawyers, including lawyer Tom Wilner who was representing 11 Kuwaiti detainees. He declared that the number and persistence of reports of the Quran abuse from detainees revealed a much broader problem than indicated by the Hood inquiry. Clearly Hood's main intent was to cover up as much as could be done in the wake of increasing revelations on the issue of Quran abuse.

It is unfortunate that the US Army Chief of Staff has chosen to appoint such a controversial officer to Pakistan, especially given his record and linkage to abuse of prisoners and the Holy Quran at Guantanamo. Guantanamo Bay itself has become a symbol of injustice, torture and abuse of Islam and sending a commanding officer from there to Islamabad begs the question: What is the message coming out of the Pentagon for Pakistanis by this insensitive act?

Equally important, given that host governments always have a choice of refusing a nominee - and many Western countries have exercised that right in the diplomatic nominees of the Pakistan Government - why has the Pakistan government chosen to silently accept what the US military dishes out, with no thought to the sensitivities of its own people?

When asked, a US Embassy spokesperson said:

"Major General Hood was nominated by the US Army and approved through the highest levels of the Department of Defense. His assignment to Pakistan is not related to his previous assignment but rather is a reflection of his standing as a senior military officer.

He was chosen for the assignment to Pakistan because he is a highly qualified officer at the Major General level. Assigning an officer at this level to this position reflects the continued US goal of cooperation with the Armed Forces of Pakistan. He is the second consecutive Major General assigned as Chief of the Office of the Defense Representative Pakistan."

our govt. shld have protested and rejected his appointment in pakistan... the govt shld not give him any protocol... i think he must not be granted visa (if it is required for american citizens)... but our selfish dictator has been promoting moderate islam i.e. besharmi n beghairti ki zindagi... hum aisay gustaakhon ko aram se mulk mein aanay detay hain n unko protocol bhi detay hain... lanat hai hum sab per... hum isi tarah zaleel hongay jab tak hamein deen se pyar nahi hoga n yeh hamari first priority nahi hogi... hum deserve kertay hain k hum zaleel hon, so hum ho rahay hain...

A draft for PML-N n PPP

Below is the text of the draft prepared for Nawaz Sharif and Asif Ali Zardari by Fakhruddin G. Ebrahim for the restoration of the judiciary through the parliament.
THE NATIONAL ASSEMBLY OF PAKISTAN
WHEREAS, We the elected representatives of the people of the Islamic Republic of Pakistan acknowledge and honor the long and arduous struggle for the return to democracy and rule of law by the legal fraternity, civil society and the ordinary citizens of our beloved country.

AND WHEREAS, We pay tribute to Shaheed Mohtarma Benazir Bhutto and thousands of brave political activists across the country who made the ultimate sacrifice and laid down their lives or suffered imprisonment for the cause of restoration of parliamentary democracy and the rule of law in Pakistan. We shall not let their sacrifices go in vain.

AND WHEREAS, this Assembly is mindful that the foundation of democracy cannot survive without a return to the rule of law. We are mindful, that the rule of law cannot survive the rule of the gun unless we have an independent judiciary. And, we are cognizant that we shall never have an independent judiciary if the Judges of the Superior Court's of this country are imprisoned at the whims of a lone individual.

AND WHEREAS, we as Members of the National Assembly have taken oath to "preserve, protect and defend the Constitution of the Islamic Republic of Pakistan" and we shall not waiver from this oath.

AND WHEREAS, Article 209(7) of the Constitution provides in no uncertain terms that "A Judge of the Supreme Court of or of a High Court shall not be removed from office except as provided in this article." Therefore, as opined unanimously by leading former Chief Justices and Judges of the Supreme Court of Pakistan, the actions of 3rd November 2007, seeking to remove and restrain the Chief Justices and Judges of the Supreme Court of Pakistan and the Provincial High Courts is void ab initio and has no sanctity in law.

WE, THEREFORE, bound by our Constitutional Oath and the mandate given by the people of Pakistan on February 18, 2008 do hereby RESOLVE and call upon the Federal Government to remove all illegal restrictions placed on the Chief Justices and Judges of the Supreme Court of Pakistan and the provincial High Courts on and after 3
rd November 2007 with immediate effect.

History shall not forgive those, who even now, may seek to obstruct the irreversible path to constitutional rule in our great country.

THEREFORE, WE FURTHER RESOLVE, and call upon the Federal Government to perform its obligation under Article 190 of the Constitution and act in aid of the Chief Justices and the Judges of the Supreme Court of Pakistan and the Provincial High Courts who were illegally restrained on and after 3rd November 2007 so that they may resume their Judicial functions in accordance with the provisions of the Constitution.

Musharraf's unlimited capacity to bear indignities

President Musharraf's capacity to bear indignities, provided he is allowed to retain his office, seems to be unlimited. While he has repeatedly said he is willing to work with the new government, he continues to be conveyed through unambiguous gestures that he is not acceptable to the newcomers.

On Monday he administered oath to federal ministers, nine of whom wore black armbands to indicate they would rather see his back than face. They told the protocol officer they would not stand up on the arrival of the president to slight him. It took the ceremony to be over in seven minutes after which they walked out without shaking hands with him. Earlier on March 24, at the election of the new prime minister, the National Assembly had resounded with slogans of "Go Musharraf, Go" and at Mr Gillani's oath taking ceremony, attended by military top brass command and foreign diplomatic corps, there were again slogans that made Musharraf squirm.

On Tuesday there was another embarrassment waiting for him. None of the newly appointed cabinet members turned up at 13th Comstech General Assembly, the first international function attended by diplomats from the Islamic countries after take over by the new government to be addressed by Musharraf. As invitations had been duly dispatched to all the ministers this amounted to a calculated boycott. The unmistakable message was, well, we have other important things to do.

As if to give a lie to Rashid Qureshi's claim that everyone other than Mian Nawaz Sharif was dying to work with Musharraf, all top leaders of the four party alliance boycotted the two oath taking ceremonies. And if this was not enough, he has reportedly been told by Dr Fehmida Mirza that the speaker's chamber in the parliament under Musharraf's use since 2005, would no more be available to him.

For full five years Musharraf refused to address the previous National Assembly despite its having been turned into a rubber stamp. He called it ill-mannered because the opposition which was being constantly steam-rollered occasionally resorted to anti-Musharraf slogans. He felt at home in the meetings of a pliant ruling party that he frequently co-chaired. He wielded the COAS baton like the magician's wand to remove and install prime ministers at will. This is all a dream now. Used to playing with lapdogs Musharraf will have to live with pit bulls.

Majority of those who were administered oath on Monday have been unjustly targeted by Musharraf in the past. The idea had been to change their loyalties through pressure. The prime minister spent five years in jail on false accusations and was honourably acquitted by the court. Navid Qamar spent over a year behind the bars, Ahmad Mukhtar a year and half. Senior Minister Nisar Ali Khan was kept under detention for a year and a half, Ishaq Dar for a similar period, Khwaja Asif for over a year and Shahid Khaqan Abbasi for seventeen months. How can Musharraf build up rapport with his victims who have returned to power against his wishes on the basis of a historic verdict?

February elections have brought a seismic change in Pakistan's politics. Prime Minister Gillani says his relations with the president would be strictly in accordance with the constitution. In other words, the new prime minister would not allow him to make intrusions into his turf as he has been doing in the past. Henceforth the prime minister would deal with Bush, Gordon Brown, Manmohan Singh, Hamid Karzai, Wen Jiabao and others. It is he rather than the president who would address the UN sessions, Davos moots and attend summits. Gone are the foreign junkets and visits abroad to play bridge with friends that cost the national exchequer heavily. The voluntary reduction of expenses of the Prime Minister House by 40 percent is a signal that the presidency too is going to be required to follow suit.

The lawyers have vowed to converge on the Army House after the thirty-day countdown to evict him for being an unauthorised occupant, accusing him of using the premises for conspiracies against the elected government. Their leaders have already accused Musharraf of indulging in games to sabotage the Murree Accord. An unquenchable thirst for power has led Musharraf pocket one insult after another. It remains to be seen if his capacity to take indignities has any limits.

Corporations the Only Winners in Iraq War

"It's not about oil. It's not about oil."

But we're taking their oil. And not just to finance reconstruction.

Paul Bremer, the U.S. administrator of the Iraqi occupation, made that clear back in July when he declared that Iraq needs to accept foreign investment and privatization of its oil before a permanent government is put in charge of the country. In other words, democracy is welcome only after the most important economic decisions for the future of Iraqis have been decided for them.

You'd think that such a blatant rejection of democracy and obvious grab at Iraq's oil would attract more notice. Bremer made it clear that corporations take priority over people in Iraq, and that the Bush Administration's occupation will continue that.

The Bush occupation of Iraq has an eerie similarity to another intervention in the Middle East that occurred 50 years ago — the CIA-British coup that ousted Iran's democratically elected leader, Mohammed Mossadegh, and installed the infamous Shah of Iran.

So when Arab nations greet our rhetoric of creating democracy with suspicion or outright derision, we've earned it. Iranians struggled successfully for democracy and U.S. politicians promptly crushed their dream.

Then as now, the United States and Great Britain used violence to prevent Iraq and Iran from controlling their own oil.

This set of priorities contrasts sharply to the U.S. occupation of Japan after World War II, when Americans sat down with Japanese scholars and collaboratively designed and implemented one of the most progressive, democratic constitutions in the world*. We can take pride for having helped Japan evolve into a peaceful, stable, and prosperous country that is one of our closest allies. Today, Iranian and Iraqi people resent our support of their previous corrupt regimes and, understandably, don't trust our intentions now.

The differences between American occupations of 1945 Japan and 2003 Iraq reflect the rise of corporate power here and abroad, and within the Bush administration in particular. Dick Cheney's former company, Halliburton, is already cashing in on Iraqi "rebuilding" contracts that it obtained from the U.S. government. The oil companies that donated so heavily to the Bush campaign will reap huge profits if they are allowed to take over oil production in Iraq. The weapons makers profit from Bush's policies as well, and even telecommunications companies stand to benefit, since Bremer intends to give foreign corporations license to operate mobile phone networks in Iraq.

It's no surprise that Dick Cheney, Paul Wolfowitz and Donald Rumsfeld have been advocating an invasion of Iraq since at least 1998 through the Project for a New American Century. It could be argued that Saddam Hussein has been a marked man since he nationalized Iraqi oil back in 1973, but that's another story.

Meanwhile, the American occupation of Iraq increasingly resembles the cycle of violence between Palestinians and Israelis: American soldiers are ambushed and killed, and the U.S. military retaliates by rounding up and imprisoning Iraqi "suspects," including civilians, women, and children as young as 11. More Iraqi violence results, and the cycle continues. Iraqis have little hope that American troops will withdraw anytime soon and have not been treated with dignity or human rights by their occupiers.

How did the American ideals of liberty and justice become hollow slogans for presidents to use to justify military attacks abroad? Ever since Eisenhower warned us of the dangers of the military-industrial complex, it has become steadily more powerful. Corporations should not be allowed to influence foreign policy.

Yet the Bush administration's foreign policy, like domestic policy, often seems to come directly from corporate board rooms. For example, Executive Order 13303 grants complete legal immunity to transnational oil companies operating in Iraq. While U.S. soldiers attempt to establish law and order in Iraq, Bush has put oil companies above the law.

The time to end the occupation of Iraq is overdue. We should pull our troops out before more of them die, hand the temporary administration of Iraq over to the United Nations, let the U.N. weapons inspectors back in Iraq, fund the rebuilding of Iraq through the U.N., and allow Iraqis to choose their own government.

The best way for us to fight terrorism is to advance justice; and justice will not be possible as long as corporations are prioritized over people.
